Police officers can carry guns just like other pepole can get permits to carry guns. Also most of the time their guns are in plain view, on their hip. Not all cops are bad cops, so don't lump them in all together. They need guns to protect themselves. Bullet proof vests only protect their chest, their legs, arms and head are still unprotected and some bullets might be able to pierce it at a close range as well. Lets say you're being held up by someone and they have a gun to your head, would you want a cop to just use nice words and try to jump them? What if the only way to save you would be for them to use a gun and they didn't have one? I think you'd be dead.
